I looked into importing goods a while back and as far as I can remember the rules are something like: If you import any "goods" from outside the EU you as the importer are responsabile for import duties and VAT, Inside the EU you are responsabile for VAT only. however if the goods are marked as "gift" or "commercial samples" you may not have to pay import duties but may still need to pay VAT. The customs and excise site will tell you the class (or code) your goods fall under and then you can work out the duties payable.
